What is happening

The US Geological Survey explains that the calcium and magnesium in hard water react with soap to leave a residue that clings to skin and surfaces, and that you need more water to rinse it off. Modern shampoos are mostly synthetic detergents, which are less affected than soap, so the effect on hair is less clear-cut.
