The US Geological Survey says calcium and magnesium in hard water react with soaps and make them harder to lather. What the evidence says

The US Geological Survey says the minerals in hard water often react with soaps to create soap scum, so soap is harder to work into a lather. Synthetic detergents, which most shampoos use, do not form that scum in the same way, so the effect on shampoo is smaller and less certain. Some people with hard water still report less lather.
